First, the geographical description in 1:1 is complemented by the contrast of “eleven days” in verse 2 and “in the fortieth year” in verse 3. This suggests that the first generation heard the heart of Deuteronomy forty years before the faithlessness of the ten spies and the nation that followed them.

Second, it is now forty years later. The first generation is dead due to sin, and God has graciously raised up a new generation to carry on his vision for global redemption. God’s approach to the new generation is no different from his approach to the previous one. They have the same responsibility to respond to the same revelation. The question is, “Will they?”

Third, frequently in Deuteronomy, the present Moab generation is treated as though the Horeb covenant were theirs—as though they had been the ones at the mountain of God. For example, in 5:3–4, Moses writes, “Not with our fathers did the Lord make this covenant, but with us, who are all of us here alive today. The Lord spoke with you face to face at the mountain, out of the midst of the fire” (cf. 6:20–25). This transgenerational nature of the book is something that the very initial verses highlight. What was true in the past is equally true in Moses’ present. The earlier generation heard the essence of Deuteronomy, but they rejected it.
